Lots of websites. But not having cloudflare doesn't mean a site can't exist. Read my other comment on this thread.

Cloudflare is a DNS which translates website address in to digital format (net address)

For instance when you type in: any.com the DNS translates it to 42.168.2.56

With all that if Cloudfare removes Voat from their DNS you may have to change to another DNS to reach Voat

Open DNS would be the better one to change to as Google may follow along with Cloudflare soon.

Google Public DNS: 8.8.8.8 and 8.8.4.4

OpenDNS: 208.67.222.222 and 208.67.220.220

Cloudflare: 1.1.1.1 and 1.0.0.1

Cloudflare DNS is separate from Cloudflare DDoS protection and CDN service which is in use by many sites. There are other anti-DDoS services. The cloudflare service does some other stuff as well to take strain of server.
