It is called 'Ballot Harvesting,'and it is actually now legal in California. Anyone can gather up and turn in absentee ballots. The Dems were quite organized in Orange County. They knew how many votes they needed to turn the seats and they knew where there might be unturned in ballots from Dems, and they sent teams out to people who had not voted and they collected enough absentee ballots to turn the seats.
