The US Constitution designates the President of the United States under Article 2 Section 2 "The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States."

Congress is required to make the laws by which the military operates and in Article I Section 8 specifies, "To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;".

So as Commander-In-Chief, the President can call forth the military to construct the Wall for national security and provide support as neccessary to ensure immigration laws (8 USC Ch 12 Immigration) are enforced and provide for national security and defense (10 USC Ch 13 Insurrection and Title 50 USC War and National Defense) to protect the citizens.

fortunately the Army has plenty of air vehicles that are perfectly fine for the border situation. And there is the matter that the airforce originated out of the Army (there was no such thing as military air power when the constitution was penned - other than French hot air observation balloons)

The Air Force actually originates from the Army. They are a direct line from the Army. Originally they were called the Army Air Corp. IIRC, the Air Guard falls under militias and National Guard. All covered by the US Constitution, so long as we ignore that constitutionally neither the National Guard or Air Guard actually qualify as militia. But that's an entirely different discussion.

When our country has security issues, it's been a long standing rule that The President can get emergency funds to defend the nation in times of crisis. With that, he can play the game and ask for approval and if they don't give it to him, he can overstep them and do it anyway. I'd suggest they help him because they're going to hurt badly when he uses it against them....
