Both Israel and Palestine claim Jeruselam as their Capital. For Palesitine, they have historically claimed East Jeruselam which is now occupied by Israel but is still recognized as the Palestinian Capital by some (Russia and China, for example).

Even though the current administration stated that Trump's decision should not be inferred to "indicate any final status for Jeruselam", his explicit recognition of Jeruselam proper as the Capital of Israel also means that he implicitly does not currently recognize East Jeruselam as part of the Capital of Israel, which is actually a win for Palestine, in spite of the Palestinian's apparant protest of the move, also.

The additional fact that the western puppets of Israel also denouce Trump's decision should be indication enough that, even though it seems celebrated by Israel on the surface, it was not the move that was intended, so to speak, at least not at this time. This is also illustrated by this move having been delayed and deferred by many of the past administrations who were arguably very much in bed with Israel.
