Yeah, setting up a triage location for victim staging prior to transport to hospital. They only had so many ambulances and the ERs could only handle the most critical. I remember people with sprains and fractures said they were told that it would be faster to walk or get a cab to the hospital because the gunshot victims had priority and there was limited transport available.

Is it normal to have that staging area ready within a minute?

There is a lot of accurate and impossible to know information relayed within a minute... Unless many of these facts were already known.

If the shooter was subdued, and even before the site was secured, I'd have a casualty collection point set up to get shit rolling.

Staging area would be for rescue personnel.
