I suppose, in theory, if you wet down the dirt the vortex wouldn't be able to pick up dust, and after a bit the loss of heat energy from sunlight on the dust would reduce the force of the vortex. Also, you wouldn't have dust blown in your face.
I think you need a lot more water for that strategy to work, though.
