People that allow themselves to sink so low that they are starving and helpless without food donation have a lot more problems than just being lazy or grifting. Without supplying them with basic aid they will just resort to crime and cause even more cost and problems than they do otherwise. In my country only severe criminals or drug addicts become homeless while some place like US if you lose your job or get an expensive illness you can become homeless. And people in the states wonder why they have the highest prison population and massive taxation that doesn't seem to benefit them in any way.

Nobody wants to go to a food bank. Hell, when I was in school I used credit cards at the grocery store - often buying the same sorts of things you find at the food bank - because I thought "if I'm 'well off' enough to have a credit card, then I don't really need the food bank" without really thinking that it's not normal to use a credit card to buy ramen noodles and tube meat.
