Disgusting.

Speaking strictly from a legal perspective: I assume that the police can't remove them from the property because of legislation and procedures that they are required to follow when it comes to evictions. Even if the "tenants" are just squatting and have no contractual relationship with the owner, I assume that police can't decide "civil matters" and that the legislation protects the "tenants" presence there until some kind of papers can be properly served and a hearing can be convened to determine residency.

However, it's very surprising that building, health, or safety codes would allow that building to be inhabited at all if it was that severely fire damaged. Cops' hands are tied when you try and boot out people for non-payment of rent or squatting, but I think the owner probably should have made the argument to the cop that came by that the property is unsafe for residency and not mentioned rental or ownership status. That's an argument that's pretty tough for them to ignore.

Sad when this is the state of affairs in the world.
