Will it matter even if it goes through? The politicians might just temporize, hem and haw, say they'll discuss it, then two years later there will be another referendum.

Exactly, they will keep dragging it, having new referendums every couple of years ("the situation has changed, we need a new referendum!") until they have the desired "correct result". At this point, the situation will never be new again and the result will be final.
