My config: Laptop, Core i7 2630QM, 8go DDR3 1333 dual channel, SSD samsung 120 go and Ati Radeon HD6770M.
Even with this, sometimes i need more power.
What i see: Windows 7 is great, but Windows 8.1 and Windows 10 will help you to gain a few FPS.
A little software but very very usefull: JetBoost
With it, you can select wich softwares/services you want to close before gaming, in one click you close them all. I've made a benchmark before/after and yes, it works. You can also restore them with another click.
In retro-gaming, memory is important and dual-channel gave me a huge boost, so it's better to have 2x4go than 1x8go.
Don't set PCX2 or Dolphin with custom resolution, it's better to select X2, X4 etc...native resolution. A few games works only if you are in native resolution (so, X1).
The latest driver for your graphic card is not always the faster, you can test it with benchmark.
If you have a laptop like mine, i've tried to overclock my ATI (up to more 200mhz) but i don't see improvement at all.

I'm changed the thermal paste of my cpu/gpu with MX2, after that, a gain of 15 Celsius degrees, great.
