It is my understanding he testified voluntarily. However, if he said no, the congress could have sent him a subpoena, which in theory would compel him to show up. But then he could sit there and say nothing just like Lois Learner did. Back in the old days when it was relevent to me, I was told that if you get subpoena'd by the congress you had to go and to tell them whatever they want to know. Additionally, I was told they were the only people you couldn't lie to. However, these days, that doesn't seem to be the case, seems like congress has been defanged.
