Get a training collar and every time he approaches her inappropriately correct him verbally and use the collar to reinforce right from wrong. It's possible that the urine thing is real and related to the issue. The dogs behavior still isn't acceptable if you are going to continue having him around the child. Dogs are creatures of habit, good or bad. My dogs race out of the door chasing an imaginary rabbit every fucking morning because a year ago there was a rabbit there two days in a row... After a little work you can break him of the habit.

I'm not a animal behavior psychologist but the urine thing seems extremely relevant as I've had lots of experience with dogs. The sense of smell is the primary way of sensing the world for dogs. I'm guessing something in the urine smells like a dog in heat's pheromones for him, and since dogs use their sense of smell first he thinks it's go time.
