OK, having had some time to recover, There's one thing I only just realized.

The whole place was essentially a giant interrogation machine designed to get him to reveal the location of the Hybrid via childhood nightmare monster.

He had none of his usual tools.

He had no means of taking down the Veil.

The only way he could escape was by giving the interrogator exactly what they wanted.

There was 25 feet of the hardest material in the universe between him and the backdoor exit.

And the only option aside from giving away the location of the hybrid was to live and die over and over again, almost infinitely.

In short, this was a virtual hell designed to crush his will, scare him to death, and get him to the point where he would give away the most destructive secret in the universe just to get away from this torture.

He didn't.

He weaponised the properties of this hell, abusing the semi-reset-able nature of the environment to cut a path to escape over two billion years. Two billion years of running, thinking and terror done over and over again, capping off each iteration by having to crawl to the respawn room while dying slowly and in tremendous agony.

Two billion years, and none of those iterations ever gave up.

Two billion years, and none of those iterations ever failed to make it back to the respawn room to set up the next cycle.

Two billion years, and he eventually got past 25 feet of the hardest material in the universe using naught but his brain, his fists, and the properties of the very hell they were using to interrogate him, without ever giving them what they wanted.

He punched his way out of an unwinnable situation and into Gallifrey through two billion years of cyclical suffering.
