I understand the timing, but caps and Net Neutrality are not related. Caps have always been legal and exist for many providers. One of the main reasons I have been with my current provider for so many years is it is the only one available to me that has no data caps at all. The rest have always had one, and usually 300-400 GB at most (although 1 TB is common now).
