A decent compound slide table, then a drill press vice. The rest will be up to your spindle. Check out grizzly, or palmgren.

Harbor freight has 2 models. One is crap. The other is fairly decent.

This is the one I have and i'm happy with it so far.

For the money you're not going to get anything cheaper than HF. They're a little lighter than others I've used but bolting or clamping to your press table gets rid of that issue. If you're looking to spend a little more Capri makes a decent medium-duty cross-slide. Personally I didn't need one for milling any lowers, my regular drill-press vise held the jig just fine and I moved it around

Forgot to add, check your local Craigslist posts and search around eBay, you might be able to snag an old machinist vise for cheap if you're patient
