the format works on dozens of different sites though. It is possible to spin up a website that runs imgur chan in just a few weeks of coding. That makes it impossible to censor.

There's no code involved. Anyone with enough programming ability to make a website that lets you post a picture with some text anonymously (and give you a link to it) is capable of creating something like this. Just like the pirate bay it is easy peasy to create copycats of it. It is not limited to imgur. Anyone can make things like this one. The only thing is you can't "reply" in the normal way. the only way to reply is by linking to the pages of others. But if enough people joins in the whole thing becomes dynamic like a social network spread across several web services. There is no way to censor it without shutting off the whole internet.
