I work in Pharma. The major cost is advertising not research. The majority of research is funded by private and government grants (way more gov than private though) not the firms own money. So the pharma companies don't really pay for anything themselves until it's time to go to market. That's when the advertising costs come out.
If the goal is to lower drug costs then ban pharma from advertising directly to consumers and institute a single payer system (for the USA anyway, the rest of the civilized world already does this) so the government can set the prices.
