You do know that viruses execute arbitrary code and can do whatever the hell they want, right?

Here is the misconception - A Computer Virus, by definition, is a type of malicious program that replicates itself by reproducing (copying) its source code the target computer(s). The payload, on the other hand, is what causes the problem. The Virus, in and of itself, is just a replication mechanism, and not necessarily detrimental to the target system. The payload is where the damage occurs.

The term "Virus" in the context of computers, has been commonly, but erroneously, used to refer to all kinds of different malware that are NOT viruses. Unless the malware can replicate itself to at least one other system without intervention, it is not a virus.

What the OP is actually "recommending" is a hack, and frankly not a very good one. It is easily detected, stopped, and tracking down the culprit is not rocket science. To top this off, many email systems have protections in place to stop this type of activity. If all of the sudden there were gobs of Reply-To-All going through the mail server, alarms would be raised pretty quickly.
