It seems to be what the worksheet is expecting. It doesn't ask, "Is this possible?" or anything like that; it asks how, expecting an explanation.

This is the "book" answer. These sort of questions are specifically designed to ensure the student understands that fractions are relative to the quantities being examined. In other words this is an example of an average kid and an idiot teacher who is doubly idiotic for not bothering to check their answer key.
