Trump is more blunt and blatant about it than Obama, or even Bush, was.
Under Bush America took a large international hit, you cannot legitimize torture in this day and age with impunity. That disgust was mitigated under the Obama administration because he talked a good game and (at least as far as I am aware) ended the practice of American torture.

No, that mindset started under Bus. It took a 'wee break under Obama but is now back with a vengeance under Trump.
