IMO, unless you are running Windows 10 don't bother just yet. It is nice, but in my limited experience with it, it really isn't all that different. I plan on waiting for the Windows 10 release, because I assume you will have to have it to create Windows Phone 10 and Windows universal apps.
But, the RC is free, so if you have the space, you can always install it alongside 2013. Then just uninstall whichever you don't use (or keep it, you can run them side by side if you want).
If you're still curious. Your 2013 ultimate will transfer to 2015 enterprise. At least mine did. 2015 is really great, the performance tools are awesome and I haven't even fully used them yet. It's a great IDE. I was so stoked to try to use CLion to learn C++ but with VS2015, I just can't seem to leave it behind, so I'm sticking with VS.

I have an ultimate subscription. I think it was migrated to some other title however. In any case, I think I'll give it a try.
