It clearly states on page 71 the definition of Statutory Rape in a Senate Bill Introduced in 1973. S1400 1631
"A person is guilty of an offense if he engages in a sexual act with another person not his spouse and...
3) The other person is in fact, less than 12 years old
So anyone above 11 is not covered then? A 12 year old can consent to sex?
She then goes on to reccommend that this statement should replace 16 year olds as the new low for Age of Consent on Page 76 by saying the law in S1400 1633 IS CORRECT!
PAGE 71: She also says the penalty for first time child rapists of 15 years is a "a bit excessive"
