That's not even exactly what's happening.

FBI wants access to encrypted GPS data. Apple has already provided the data and unlocked the phone. But the GPS data is unusable for the FBI without the encryption algorithm.

The FBI wants a software program written so they can decrypt that data themselves, and not use apples software engineers at all.

This is a problem because if a decryption algorithm is made for one phone then it will work on all phones (iOS phones that is).

Basically, FBI was trying to use the San Bernardino case as a way to pressure Apple into giving them a means to decrypt anything they wanted without permission.
