Just hang in there. Voat is an extremely small community, as of yet and your content is niche. If 1 in 100,000 people produces gifs for your sub then voat will need 1 million regular users for you to have 10 original content producers.

This is still a small community. My advice would be to update your sub with content yourself as much as you can, make it look active and give users a reason to come back. It will grow eventually.
Also advertise it when appropriate. Similar subs advertising each other is also a good idea. I mod /v/steamsupport and have links to other related subs in the sidebar.

A community doesn't just form, it needs a reason.
The only person who can get a community running is the person who forms it and produces content. Otherwise it's a name and nothing more.
