Prostitution is definitely illegal in countries with some very secular and very atheistic governments that dont have many bible groups or any kinds of groups to 'pander' too.

Though Im not sure where you decide to use 'pandering'? Its 'pandering' when its the majority or minority or something you don't like (like being able to get some dudes daughter to fuck you for money), or, wait if its legalizing weed its then succumbing to the will of the people.

How does 'pandering' work with you?

Religion is just an arbitrary system of beliefs. You can be completely detached from it and still have completely oppressive and still arbitrary beliefs. The problem is government itself, not the people who run it (as people are inherently self serving regardless).

Many biblical offenses are legal: adultery, divorce, gay sex & marriage, work on Sabbath day, abortion, false witness to name a few, in no particular ranked order.

The reason you give seems off the mark, but I am not saying I have an answer. But maybe you're right and prostitution is a hold out. If so, why is it a hold out?

The big thing for bible laws is sexuality. Many forms of deviant sexuality are criminalized or were criminalized until extremely recently. Oral and anal sex, for instance, is actually still illegal in a number of US states. The court ruled these laws unconstitutional in 2003 but conservative legislators have fought to keep them on the books nonetheless. As recently as 1986 the famous Bowers vs Hardwick case made it up to the supreme court. Two men were arrested for having sex in their own private residence and charged with sodomy laws which carried a penalty of up to 20 years in prison! The court upheld the anti sodomy laws that they were charged with, even when it all happened within their own private residence outside of public sight. That was the ruling that was overturned in 2003.

This sort of sexual insanity and prudishness is primarily relegated to countries with politics heavily influenced by worshipers of Abrahamic religions. As the countries turn more secular these laws tend to be repealed.

Because Puritanism, for the most part. In general, I think most Americans probably look down on prostitutes as people who fucked up in life, and I think that mostly stems from the fact that it is illegal, otherwise they'd probably view them like they do strippers: dumb and psychologically damaged. It would take a lot of them learning that stripping simply pays well to change that, but I can't be sure they're not right about prostitutes currently in America because prostitution is currently illegal everywhere except Nevada and they're all mostly young and poor at the moment. If it were legalized everywhere, I'm sure that would change, I'm sure that there would be a slew of fresh new blood in the world's oldest occupation that aren't damaged in the least because they're very aware of how much it pays, and the stigma would slowly change over time, but it's a matter of legalizing and normalizing it

I heard there was a study that said otherwise. Basically, prostitution bring illegal ends up with some women being in bad situations and at risk for legal issues included being jailed.

They accept that some women want or need to sell their services, and it should be done in a safe and legal manner.
