Eh, professional implies that they are good enough to get paid. I would lean more towards semi-professional victims.

Some of them actually do get paid to be Professional Victims. I use the term more in the respect that this is their profession. They profess victimization and what not, hence the term.

But in their mind it can never work, because it can never go far enough. Their goalposts change as society changes, that's one reason people dislike them, they will never be happy with any concession and they have no victory, only constant victimhood that extends into the future forever.
