I do in very passive ways. I wish I could make a throwaway for this but oh well (edit thought registration was still closed from weeks back. Since I have been on vacation I must have missed it opening up again. Just tried to make a throwaway and it worked. Leaving this anyway, screw it).
So I do this to my daughter's mother. If I want something to happen I don't just come out and say it, I have to make her think it is her idea. I will drop not-so-subtle hints and lay out my idea over the course of weeks but never put it together. She thinks about it and comes to me with my idea and I just give her tons of praise on how good of an idea that is.
It sucks doing this but I tried just approaching her with good ideas and she disagrees just to be combative. If I want to change anything I have to let her drive the decision and she never even knows it was my idea. It works.
My husband's dad needs to be incepted like this sometimes too. Makes everyone's life easier if he thinks it was his brilliant idea rather than trying to convince him.
If you consider asking people questions, in a polite way that would cause them to think critically about whatever it is they believe in that is in conflict with reality, a form of manipulation then yes. Because I value critical thinkers over those who give up thought for comfortable security.

I will set up "traps" to test people I suspect of lying or stealing, occasionally. It helps weeding them out of your social circle.

I manipulate to get what I want but I never do it at the cost of someone else's happiness or wellbeing
