Well, yeah, stifling discussion is kind of the point. They provide a place for potentially controversial posts to be put, while effectively preventing any meaningful discussion on said posts.

Stifling discussion about a possibly inflammatory topic seems like a poor course of action. I can only see it reinforcing people's ideas about said topic and continuing the CCP circle jerk for the top posts.

It's not meant to convince anyone of anything though. It's a justification for censorship along the same lines as "Free speech zones."
