That's like removing non capitalized questions.

The reasoning they use is that the mods don't want to have to decide what is and isn't a question, which is good as opposed to deleting anything the mods "don't see as a question". Of course, they could always just not delete anything that isn't spam and let downvoats take care of it. That's the preferred solution.
