That's true. But it shouldn't be very hard to recognize a question with some common sense. Also, moderators should have a policy of "when in doubt, don't delete"

It wouldn't be hard for most cases, but even when erring on the side of caution perception might differ. You could have someone think that something is obviously not a question, and someone else saying “well, if you squint your eyes and look sidewise through polarized glasses it could be interpreted as one, so let's consider this ‘in doubt’ and not delete it.”
