Considering all the brouhaha about the potential cases of abuse in the pedantic application of Rule 1 of this subverse (titles MUST end with a question mark), I would propose we discuss possible alternatives to it (potentially even just its removal with no replacement.
As a personal opinion, I think that a much better alternative would be to say that the title must be phrased as a question, regardless of the punctuation mark at the end.
The problem is, while (the lack of) a question mark is a perfectly objective criterion, “phrased as a question” is not always that clear. There are titles that are blatantly questions, titles that are blatantly not, but also titles that are more, ahem, questionably questions: they might or might not be considered “phrased as a question”.
So, while the Rule 1 as-is is pedantically annoying, it can at least be applied objectively. By contrast, a rephrased Rule 1 might be much less pedantic and annoying, but paradoxically it might be more prone to abuse. A removal for missing question mark is obvious. A removal (or lack thereof)l for “not phrased as a question” might be debatable.
