What makes you think that International Waters means only you get to do anything you want? Once you enter those waters OP, you have no due process, they will basically nuke you from orbit, you would never see your attackers until it hit you.

I doubt if any country can legally stop you because you're in international waters. But I also doubt any country would defend you when that boat full of guy showed up to kill you and blow up your machine.

There was an interesting article in The Economist last week on a what-if scenario about countries sending rockets to nudge a potentially deadly asteroid away from colliding with earth. Apparently there is a real risk, under international law, that if you interfered with it it would go from being a "celestial body", for which nobody is responsible, to being a "space object" for which you are now responsible if it then does hit something.
