One is Military branch, where the valorous and honorable of the military are voted in to office, and one is the workers, the lay people who get things done are voted into office.
From those groups we pick three from each and have them be an executive council we could call it the Grey Council.

I voted for a natural law party once, I did not like the main candidates and new they would not win.
