no sane host will voluntarily allow an open SMTP server, for fear of getting their entire address space blacklisted. Hosting companies have gone bankrupt due to such things. If you find a dedicated spam host that'll let you run one it probably won't do you any good as the spam host will already be in multiple DNSBL.

I have a friend in minecraft who gets lots of spam emails from chinks selling fake CCP virus test kits and PPE. But he doesn't know what to do about it. He thought an open relay SMTP server forwarding all mail to their addresses would be good but it seems like it's not easy to do anymore.
not since the mid 1990s. Most mailservers are very choosy about where they'll accept input from these days, spammers forced everyone to lock everything down.
I get a salary to make sure things like that are in every applicable blacklist.
