Well when an engine runs on its called dieseling. An engine will diesel because combustion is occurring without spark, this happen when the head is so hot it ignites the mixture. Try applying the choke for 10 seconds then shutting it off, a lot of the newer engines are really lean for government emissions.

That's diesel and he said gas. Small engines usually use a magneto. Shutoff is to ground it so it doesn't continue to the spark plug.
