The president can't pass laws. As I understand it, most of the laws complicating moving guns across borders are state laws and the president wouldn't have any kind of authority to override those. The US congress could maybe try to pass a law like that under it's constitutional authority to regulate interstate commerce (which SCOTUS has expanded to allow congress to allow all kinds of things) but that isn't going to happen as long as congress is run by democrats.
There might be some other kind of legal problem that I'm not thinking of too, because that seems like the kind of thing republicans might have tried to pass when then controlled congress but I don't remember hearing anything like that. Tbh it's less likely that any politician will support pro 2a legislation right now because the NRA's financial problems and drama among their leadership has made the 2nd amendment lobby weaker today than it has been in decades.
