Better that it's bought to resell rather than bought by actual hoarders, high prices would ensure that stock doesn't run out too quick so there would still be supplies for those desperate enough to pay the prices. If he didn't clear the places out someone else would have, I also believe that if price gouging was a more legal practice it would encourage more people to have stockpiles of various supplies.

I agree about hoarding. One is motivated by greed, the other by fear. But both are harmful and not the way a noble man acts, are they not?
