Maybe cheaper, I would contest the more skilled. The chinese floor workers I dealt with at a GE facility there were MUCH more competent than the mexican ones I deal with at the rolls royce facility in south central Mexico. The mexicans I constantly had to correct small things and with the chinese I literally pointed at the drawing, gave very basic instruction and said make it happen. 6-8 hour later, the subject was assembled and ready for testing. Much quicker than the much smaller job that was in mexico.
Of course this is anecdotal, but overall I just dont see it being even slightly competitive skill wise. Chinese just seemed to "get it" much faster and easier than the mexican workers of equal billet.
