The moral status of animals is very complicated, and the law is often unclear on topics like this. You could ask yourself questions like: would I want someone to do this to me? But at the same time, animals are very different than humans, and it's unclear if the cat would even understand what has happened to it, or care for that matter. (It *is a cat, after all...)
The crux of the issue her is what do YOU think? That's really all that matters. If this treatment of an animal in your house makes you uncomfortable, that's all that matters and you should speak up, let your roommate know, and have a conversation about it.
