I'm waiting to give more context, because if i've misconstrued something here i want to "get told". So i'm isolating this one aspect in order to drill into whether I'm messing this up or not.

I was only using english as an example. That being said, does "explain the target language" also mean "explain the english" if the target language is english, with the given context that you have.

Ah, er… no, to swap the name of a specific language for the phrase “target language” wouldn’t retain the meaning of the question. Either the question is asking you to explain the nature of WHAT a target language is, or I have no idea what it wants because there’s no context around it.
