Hi, it looks like you're new. Welcome to Voat!
Voat is a censorship-free community platform where content is submitted, organized, moderated and voted on (ranked) by the users.
Archived Reddit was never a democratic community, and it never claimed to be. Voat appears to be heading in the same direction. What would a democratic social aggregator site look like? (AskVoat)

I'm thinking something along the lines of a co-op where users buy into the site for a yearly fee, and are then allowed to vote for board members and rules.

Do those sites give users voting rights for board members and policies?
No, but they are the closet you will get to totally open, and total user control.
