If your goal is to prevent crime associated with drug use decriminalization does nothing as it still leaves the production and distribution up to gangs and other potentially violent criminals. On the other hand legalization allows for regulation and safe/fair distribution of said drugs. Plus it gives you the added benefit of preventing minors from accessing these drugs.
I think this needs to be addressed on a drug by drug basis. I think it is silly that weed and shrooms are illegal. Marijuana is medicinal and no real harm seems to come of the two. However, I don't think things would go over well if there were private companies peddling heroin, or meth. Cigarettes get enough flak for killing their customers, I could not imagine what a cocaine peddler would feel. Those drugs are also really harmful to people, there would be no logic to allow them while banning things like transfats.
Decriminalization has worked for other countries and when implemented, drug usage actually goes down. People are treated as if they are ill when caught instead of being thrown in jail were they can basically network with other criminals.
Unless your government removes itself from the convention on narcotics you can't just freely grow it yourself or even set plant limits as the cultivation all depends on your needs, the available space, security, etc. It's impossible for home growers to fully comply so it will be taken over completely by the government who will produce shit quality products with high prices and they'll continue the war against everyone who goes outside of their system just like they do now. Decriminalizing it on the other hand makes it a free for all and allows your nation to still stay part to the convention on narcotics which avoids potential sanctions by claiming ignorance of any black market in your country due to there not being any laws on the books that should create one and that you consider drug use a personal issue that at worst needs to be dealt with medically.
