If you want better privacy, you should use an open source operating system. Replicant is one of the best options, however its only compatible with a few devices, in which case LineageOS would be your next best bet.

But even then, there are still a few issues with that. Not really the operating systems themselves, but broadband and non-free hardware could be seen as an issue. Thankfully there have been recent developments in phones that truly respect ones privacy. I would check out the ZeroPhone, GTA04, Neo900, and the Librem 5.

Depends entirely on who you're trying to hide from.

Jealous GF? Just use a secure pin and don't be stupid with your passwords. Mind the social media.

Thief? Get a remote recovery and tracking app, if you can't track the GPS location and get it recovered then at least you can wipe it.

Police? Get the storage encrypted, root and use a secure ROM if you really must. Be mindful of tower location tracking and how that can make or break an alibi.

Government? You're right fucked, mate. Don't even bother. If they want you, they've got you.

Workplace tracking? Any old VPN should be more than enough to stop an HR department, just be aware that they may block VPN traffic at the packet level. Don't get doxxed by SJWs and you should be fine.

Your best bet is to kind of disappear in the masses. Hiding a tree in the forest, so to speak. It won't work if they are out to get you, so just try to prevent them from going after you in the first place. Obviously, this will also fail, but it's still your best bet. Turns out it's easier to find people that stick out. Like having a custom browser agent just gives everyone a unique identifier to track you.
