The "if" is a pretty big question here. I could imagine that China, Russia, Turkey, and various other states eventually merge into one large "Eastern Net" which mirrors that of the west except that websites critical of the respective regimes (such a Voat, ironically) would get an instant ding-dong-bannu.

That being said, you have to bear in mind that China has a vastly different historical background when compared to the Soviet Union, with most of its territories and different ethnic groups not being absorbed a hundred years or so, but several hundred years ago. An uprising of the various different groups is a lot less likely when people consider autocracy as a norm; not as something imposed and enforced by Soviet tanks.

In the event that China actually goes tits-up, I would expect the various successor state would try to join the Western internet relatively quickly so as to distance themselves from the Eastern Net and the ones who built it. On the other hand, it's equally likely that the powers still maintaining the Eastern Net after China's balkanization will use heavy and well-armed argument to keep said successor states in line; unwilling to let the western influence get any closer to its key territories.

Currency collapse throw alot of things up in the air, but in sure the Muslim states are already pretty tired of reeducation camps.
