In order for that to happen China would have to let someone else use their internet in a meaningful way. Chinese internet is largely and deliberately set up as a closed national system. The only way they would let someone else in is if they essentially allied closely with Chinese ideology and agreed to Chinese political hegemony. If China manages to establish their asian imperialist sphere of influence, they might do that. But not really before.

Revolutions historically aren't detemined by internet access. I think that a currency collapse would be all that is needed.
