Foremost, merit-based immigration. If you're coming into the country, then you better to have something to offer. Second, some sort of cultural or historical literacy test, complete with an English language portion and a psychological evaluation. More distantly related to immigration procedure, my nation would be the sort of small state that people immigrate to but do not permanently live in, a la Vatican City or the Principality of Sealand. So, there would be no anchor babies to keep people who somehow move in from staying. Additionally, there may be some sort of welfare/basic income system, but it is only given to people who hold steady jobs (like, you need to have a job or career for a solid 12 months before applying for it) and you lose your welfare check when you've been out of work for 2 months or more.
