Sweden. They have the worlds best internet privacy laws. Their government can't even subpoena various businesses for their customers information, there is no law that allows it. The best VPN service I've used in a very long time is Mullvad. They're based in Sweden. Upon payment for their service you're issued a numbered account, they don't use user names and email or any of that shit. Just a plain ol numbered account that isn't tied to any of your information, and if you pay via bitcoin, there is virtually no info whatsoever that could identify you even IF some rogue Swedish government agency physically took their machines. They keep no logs, they have many servers all over the world and they're pretty fast. Check out the VPN guide that TorrentFreak puts out every year, they ask a whole bunch of different VPN services the 12 most important questions and then they all answer them.
I highly suggest you use a VPN service OUTSIDE the USA to begin with. American businesses are bogged down by too many bullshit laws that are designed to not keep people anonymous online. Plus, I wouldn't trust any service to begin with based in the USA because of the various 3 letter agencies have proven they can pretty much do anything they want then issue gag orders left and right so you probably wont even know the service is compromised.
