  1. I was hoping it would but now I'm not so sure.

  2. They might have, they just started with this Merit Report thing and apparently it's from a third party. Are companies supposed to inform the policy holder of what they would pay out to the other guy?

I'm unfamiliar with "Merit Report." If it's a new policy, you should not -legally- be held to anything that occurred prior to it being initiated. It's very illegal to retro-activate a policy that would negatively impact a person's credit/finances/life/etc.
