Most now are ip based. Different technology and they do not work if they power is out normally.

ive worked w VOIP phones in business. But I had no idea it was a mandatory thing in residential. My phone line has been there for the 17 years Ive lived here. No one from ATT ever said anything about an 'Uprgrade' or anything. Its just always been that landline. No idea it was actually hard to get one. I wonder if this is regional.

It really depends on when they installed and other things. I know someone who had AT&T landline for years and when they added AT&T internet their phone got switched to IP without being told it was happening.
