Yes it could. One potential answer is OpenNIC. Voat can register a TLD controlled by OpenNIC that is out of the reach of ICANN. The only gotcha is that users need to use OpenNIC DNS servers for it to work.

I have my home router set up to use DNSSEC with OpenNIC servers. My ISP couldn't interfere with my DNS if they wanted to.

The one-liner is: if you change your DNS servers to OpenNIC servers, ICANN can't take voat off of the Internet. Voat admins just need to register a domain in one of the OpenNIC TLDs, but you don't have to worry about that part.

DNS is just one weakness. ISPs could still block access by blocking IP addresses. Cloudfare could kick Voat off of their service. The assigned numbers authority (ARIN, RIPE, etc.) could threaten the owner of the IP block with forfeiture unless they kick Voat off.

Yes. I think the daily stormer scenario is quite likely unfortunately.

Voat should be accessible via a tor hidden service just in case and efforts should be made to attract less offensive and more benign content to the site.

If the site is seen as hosting only "bad guys" like stormfront then it becomes politically expedient for even previously strong actors like cloud flare to snuff it out on a whim.

Until the content is decentralized/distributed and cryptographically verifiable it will be vulnerable to censorship no matter what is done.

The original design of the Internet was a web of interconnected switches that could survive nodes being taken down. The design never imagined having politics destroy it. Obama ceding control of ICANN was bad for us. However, it can easily be circumvented with alternative DNS. In effect, we can create a separate Internet. We already have this with TOR and OpenNIC.

The government can essentially turn the Internet off simply by demanding back bones like level 3 to shut down. While you could still surf, almost all servers you want to connect to would be unreachable.

So yea, voat could be made difficult to reach if ICANN decides that.

Since he seems to have given control of ICANN over to the Chinese (who were allowed to expand militarily without any contest all throughout Obama's time in office, just as China basically bought out the loyalty of the Clintons through extensive "donations" and campaign funding {China's contributions to the Clinton campaign were only beaten by Saudi Arabia's}), I have to assume that it was part of a larger plan (along with the "Countering Disinformation and Foreign Propaganda Act" he snuck through Congress over the last Christmas break {when the media was focusing on the "oh, would you look at that, we could shatter 250 years of history by making the Electoral College actually vote against the person who won their states, and Hillary could still win" narrative} and planned to use it with the "Republicans are Fake News" narrative Hillary and Obama had been spinning pre-election in order to justify immediately pulling the plug on any dissenters' online voices) to finally kill off that American Spirit that had been able to barely stay alive throughout these past 8 years of it being repeatedly cut apart and tortured by all of Obama's policies.

Whether or not the people at ICANN actually know it, they were planned to be little more than the pawns in a series of quick chess moves that would have left the US in a state very similar to the dystopia created by "The Party" in George Orwell's infamous novel 1984: history no longer being created, all knowledge constantly being edited to match the present, constant state of war, government spying on its citizens and jailing anyone who commits wrongthink (known in Hillary's America as "hate speech" or "xenophobia" {even when those xenos are kicking down your door and shooting your family, you aren't allowed to be scared of them or violent towards them, only happily awaiting your own demise at their hands}), and The Party rigging the system so much that any potential opponents get "disappeared" in the middle of the night and forgotten the next day and it is basically a hereditary position to get into political power.

Voat should be fine for now, SV is losing but everyone has to think about ways to rid ourselves of the control freaks. They were always going to come after the internet. They created a plantation out of it pretty quickly because humans are like dumb cattle, they want plantation owners. They think fb & twitter are safe, easy and comfortable.
